The Ministry of Law and Justice opened a two-day Reforms Utsav and Chintan Shivir at Mount Abu on 4 July, bringing its legal-affairs and legislative departments together for an internal reform review.
The programme at Gyan Sarovar carries the theme of building a future-ready legal ecosystem for Viksit Bharat 2047. It is structured around discussions rather than the formal adoption of a new law or rule.
Minister of State for Law and Justice Arjun Ram Meghwal opened the event and asked officers to contribute ideas on legal governance, public-facing reform and the quality of legal advice. He also paid tribute to Swami Vivekananda on his death anniversary.
Rajiv Mani, secretary of the Department of Legal Affairs and Legislative Department, referred to reforms undertaken over the previous 12 years and identified institutional capacity, digital transformation and technology-enabled governance as priorities for the next phase.
The Department of Legal Affairs is discussing litigation management, legal advice, alternative dispute resolution, artificial intelligence, digital governance and the Legal Information Management and Briefing System. Citizen services, capacity building and administrative reform are also on its agenda.
The Legislative Department's sessions cover drafting reform, legislative-impact assessment, official languages, translation, publications and collaboration with other ministries. These subjects concern how proposed laws are prepared, evaluated and made accessible in different languages.
Parallel brainstorming sessions are organised under the themes of innovation, collaboration and institutional excellence. The format allows the two departments to examine separate operational issues while working within a common reform programme.
The first-day account records the subjects discussed but not a final implementation plan. The practical outcome will depend on whether the ideas are converted into assigned actions, published timelines and measurable improvements in legal services, drafting and government litigation.
